Plusle is technically withdrawn of the fight, Iron, and is only out of his Pokeball because it'd be mean by Shiva to deny him watching this battle, cheer on Raphael for his good performance and being a source of delight for Shiva herself to stabilize her/prevent the suffocating athmosphere to get to her again. Sounds fair to me, it's not meant at all to silently benefit from the rodent. Dunno how this would be possible in this battle, anyway.
