Trainer owned Shellder or ones provided by the Center are...finicky, and don't tend to provide the extra knowledge for some weird reason.  

Probably because they're mass bred in a big ol' tank or at best a stocking pond.

@Spiritmon another tip in regards to disobedient Pokemon is to procure a Pokedex if they are looking like they'll evolve too early. That or an Everstone are the only way to cancel evolution.
