Well, Forest's Curse doesn't actually change the target's current type at all, just tacks on an additional one so they now have two or even three types (as long as they aren't already a Grass type). Pumpkaboo got the better end of the deal for the most part since it can actually benefit quite a lot from sticking a ghost type on its enemy (now they're guaranteed to be weak to one of your STABs if they aren't Dark nor Normal Type!), while Phantump's is only for supporting a team member in some way for the most part by giving them Grass STAB or making the opponent more vulnerable to Grass's weaknesses (well, Trevenant could use Poison Jab or X-Scissor if you used a TM, I guess, but that requires a little more work than Trick-or-Treat followed by a damaging Ghost move. Making some pokemon 8x weak to certain types Grass is weak to could be fun, though, which is an advantage Forest's Curse could have if the niche can be exploited).
Rose is still wrecking a lot of stuff with CC. Just need a bit more ability to spam attacks before it REALLY starts hurting. And that's where the attribute leveling comes in. More variety in usable moves can't hurt either, of course.
