All things considered, Orthos might still cause a panic/stirr despite being perfectly tame, due to is nature as not only a somewhat ghastly looking Delta version of an already intimidating species of Pokémon, but also its nature as a Nightmare Beast. Ventus and Shiva will certainly not like it one bit regardless, and given the researcher black mood concerning your character, seeing the Houndour would likely set them off again, and DEFINATELY would cause problems if the boy decided to reveal it to Shiva.

Honestly, the main concern with that when it comes to the public is confined to those who were in Corsage the night the nightmare struck, and is what I was primarily referring to when I mentioned 'mass panic'.  Absol cause quite a public stir too, but it's fine for Nathan to use Calam (who's also particularly intimidating) as long as he behaves himself.  Which both of them are very much aware of.

And Nathan's tired of keeping Orthros in his pokeball all the time.  It's not fair for the dog to be cooped up all day, every day.
