Would Nathan run into Ventus and Shiva in time to see their battles with the Director? Or is he rejoining after those? I'll probably have to think of something for him to do in the meantime if it's after...

I have no issues if Nathan sees the battle... However, you could also get the adoption of Rotom done in the meantime.
Whatever it is, after this battle 'gainst Director North, Shiva will approach Gothitelle again. Need to tell her about the adoption, and ask a thing concerning it.
