Probably the other trainer's fault in that case.  The pokemon is your responsibility, after all.  I imagine trainers that like using moves that inflict Poison carry an excess of Antidotes, just in case.

Burn 1 can fall in this category pretty easily too.  Nathan might have to start carrying around more Burn Heals as safety precautions...though they're far more costly than Antidotes are...

Though I also have to wonder: is it possible to Hold Back to make Burn 2 and Burn 3 non-lethal (or does that weaken them to just being a Burn 1)?  I doubt you can Hold Back to avoid inflicting a status (Poison Sting still has poison in it, fire still burns, etc), but from how Iron phrased the orders for that Vulpix in the Little 4v4, it seems to imply that something like that can be done in this campaign (I.E. intentionally not setting as much of your target on fire)

I'm going to say that Poison and Badly Poison don't stack. Most effects in Pokeroll simply use the more effective one. Common sense wise, it doesn't make sense for Burn 1 and Burn 2 to stack, so it's only fair that Poisons can't either (and most Pokemon are using similar poisonous chemicals, I'd say). 

If you poison an enemy so badly that the Pokemon is likely to die, the poisoner would likely be held responsible. Just like using a Lethal move. But if unusual circumstances apply you would certainly get away with it. Like if you Poison them and then they use a recoil move or something. That's one reason the Newbie Zones exclude poison use - new trainers haven't necessarily learned to calculate when it's safe to use these moves.

You can definitely weaken a Burn 3 to Burn 1. You can also have a Pokemon help its enemy put out a fire, pausing the battle like gentlemen, if you did more damage than intended. Would be harder in a wild battle but if you can describe the scene well, I'll buy it.
