He is a Pokemon Rare Collector, but not a reckless one.
It's only dangerous in the case of these Houndour if you give it reason to be. Yes, it's definitely scary, but Nathan refuses to be ruled by fear when it comes to pokemon.
And as Windos just mentioned, yes, Nathan could say to try giving that viper a chance (a pokemon is still a pokemon after all, no matter how strong or scary). However...
In the event that there's a very, very clear threat, either from a statement made or from Lethal damage actually being inflicted, Nathan's not so forgiving. He doesn't draw the line at assumed intent, he draws it at an individual's clear intent.
Pokemon that inflict Burn and Poison are generally a bit more of a grey area due to the nature of those statuses, though.
