Nope, Damp acts as a AoE effect, meaning that all Allies AND Enemies benefit and suffer from its effects if they are within range (Which they typically are, unless they are trying to snipe you). It makes the whole environment humid, not just the immediate area around the user.

Gotcha.  Makes sense, really.  And Yang is going to LOVE that effect, I'm sure...

Originally, this Abiliy was going to act only like Misty Fields + Damp Rock, but then I realized that it would actually gimp Kingdra if it ever dared use it, so I quickly nixed the idea and came up with this current interation. A whole lot more interesting, don't you think?

Remember, Damp's Electric Resistence debuff applies here too, so it effectively removes Yang's Resistance towards the element. He'd better aim those Thunders caaarefully now....
