Though you accidently missed to tell in which Stat the other 252 EV of this first option would be best invested in ._. (To quote you: EV’s: 252 Defenses, 4 SPD; 252 DEF, 252 SPD 4 S.DEF, quote ends here)

It also seems like Xenoqueen is no Pokemon you could just 'use', but instead needs a Team build around it. Exciting!~

252 EVs in each Defense stat, which I indicated by stating 'Defenses' . Of course, if you want it to be especially bulky at the cost of sacrificing its other defense stat, then either going with 252 HP and 252 S.DEF EVs and a Calm Nature for Special Walling, or 252 DEF EVs and a Bold Nature for Physical Walling (Which better synergizes with Rocky Helmet, btw).

In order to get their full lethal energy output, Xenoqueen needs a team that can both support its sweeping/supporting efforts while also benefiting/not being negatively affected by their weather (IE Steel or Nuclear types, OR other Auto weather setters). Otherwise, it tends to underperform since its seems to be intentionally designed to NOT meet the 85 Speed benchmark for some reason, AND more than half of the meta's most devastating Pokémon has at LEAST BS 90 or above. Talk about being left in the dust!
