(Well, yes and no. Anything that has a chance to go wrong, they are usually employed. If it's reasonably certain that you'll succeed with little difficulty and no penalties, or it's not a combat scenario or some variant of one (where things always have a chance to go wrong, however slim), they're usually left alone entirely. When they ARE employed...well, they've been...temperamental, to say the least. There's been several occasions where Windos has tried to 'correct' them with holy water, throwing out the old dice and getting new ones, etcetera. It's...not really worked so well. They still seem to throw out strings of massive failures and crippling successes like there's no tomorrow! ...though with how some of the results have turned out in a few of those rolls in particular, I wouldn't be surprised if Lady Luck was definitely screwing with the dice personally to fulfill her own whimsical, unknowable desires.)
(Of course, if it seems to be getting too out of hand, Windos can always 'reroll' them, and he has done that before. But it's in a similar vein to retcons: we'd rather avoid doing that if possible, since it defeats the purpose of the action in the first place.)
(Of course, Windos doesn't have ALL the power over the dice. Just most of it. Lady Luck usually has the final say in the matter, and what gets rolled...well, that's sometimes influenced by me. If I know what dice should be rolled, I tell him, and if I make a mistake he doesn't catch or he makes one of his own and it actually plays out in your favor, we just leave it be. If it's NOT in your favor, though...well, let's just say I pore over what happens VERY carefully to make sure you're not getting shortchanged, and we make 'corrections' as necessary.)

(Anyways, the short of it is that there's a chance factor that we can't ignore nor circumnavigate. It's just...there. An integral part of this world you're in...doesn't mean there aren't ways to better the odds and manipulate fate ever so slightly, though. Most of them being pokemon related, but that's kinda given considering how 'magical' they are. Even without some of those tools, though, you've been VERY good at overcoming the sometimes seemingly insurmountable odds.)

(...well, just remember that you're not alone in this, Reiner. Lance might have clawed his way to the top of the League without much assistance aside from his pokemon, but you don't have to.
