Reiner scoops up both Eevee in his arms as Clair wraps up her speech.
"...heh...so you don't fully agree with our grandfather and have your own reasons to do this after all, unless I misheard you..."

...perfect. He has Clair right where he wants her. If there's anything talking with her has taught him, it's that the fastest way to calm her down...is to get her to just get straight to the point.
"...you know what I didn't hear, cuz? I didn't hear..."

"...you say no to my lunch offer. Let's take this discussion away from the festival Erika is trying oh so hard to keep relatively peaceful, shall we? I'm sure the Prim Princess will be more than willing to get us a quiet, private room to talk about my future plans if it means everyone doesn't have to worry about both literal and metaphorical dragons burning down several blocks of the city."
Reiner turns around and starts walking towards the tea shop.
...though he does pause before he starts walking. Looks over his shoulder to say one more thing to Clair...
"...thank you for actually trying to make amends, cuz. I have no beef with you, so let's not make this messy. Our grandfather has done enough of that already, no? You'll make a fine gym leader."
Reiner does his best to try and calm Ridia down, make sure she knows both she and her brother are in good hands (quite literally currently).
Clair might be a bit rough around the edges, but she has a good heart. She's got Reiner's attention now, but would she accomodate for him as well and make an effort to not cause any (further) trouble for the festival? If she's really going to be as good of a gym leader as Reiner thinks she'll be, she should...
It's a bold gamble, just like putting Clair as close to the edge of a metaphorical cliff as possible...but bold gambles are what have gotten Reiner this far in the first place.
