That Spark that strongly finished off Octillery did not look like it used electricity produced by Tynamo himself. More likely he borrowed it from all the apparatus in Stair City. "I'd say a Pokemon like a Joltik or Tynamo needs to spend lots of time both around electricity and away from it."
Koa, however, is definitely getting stronger and cannier. His evolution is not toooo far away, but not anytime soon either, being a dragon. He needs lots of battles!
