Means he wouldn't ignore Cottonee or chase her away should she approach Ventus once or twice? While having a bond for life with Shiva the fluffball does not enjoy being touched or stroked by others, but maybe the person who's supporting and cuddling with Master would be tolerated.
Nope, rather a Fairy Type Encounter for two people with a high chance that he'll join Shiva (hint, put her into danger or tie with an Item) in it, because that sounds interesting and saves any later revelations of 'Look at what I've caught' that mean more trouble. ^^
