All that said, there is a reason: HMs. HMs are godly artifacts from an era long gone by. By comparison, TMs are pointless, failed attempts at replication.
I compare the TMs to the base game ones and the Pokémon that can learn it, and while you ARE allowing certain TMs to be stretched to include potentially Swiftfire and Solomon in the list, you are deliberately drawing lines or are planning to draw lines between what the TMs in your games can be taught to and not. The core rule book for Pokerole may not have a lot of details about TMs usage, yes, but it by no means says you can't apply base game conventions to Pokelrole to them. The comparison may not be explicitly there, but it would be hard to say that you couldn't draw one yourself.
Honestly, I'm beginning to find the Legendary HM concept to be a wee bit grating, especially if by setting it as the gold standard you have to denigrate otherwise powerful and useful tools that are just plain TMs . If we ever find one at any point in the story, and Ven is the one that earns it, I might just sell it on principle alone, if not for the oddles of lovely Items he would get for such a trade.
