That, and with Ice Beam, Phantom doesn't have to go out of her way to get Play Rough for Marill/Azumarill , since the only thing that Shiva gains from getting the moves is the STAB bonus and the 1 Chance dice to lower attack. P.R. also has reduced accuracy unlike Ice Beam, so its also less spamable as well, and Ice Beam has the ever so wonderful chance to Freeze a target!
