Mew's also got 45 exp to burn on...something, since she already knows ALL of her level up moves. Probably unlocks more moves for her to use or increases her stats a little at a time, right?
With between 25-45 XP, you can buy Kingdra another point of HP or start investing in their Specialties if you wished, between 50-100 XP is were we venture into Attribute bonuses, Skill Bonuses, and low to middle tier EX or Delta Moves, , 100-200 XP is more esoteric than before , such as high tier EX/Delta Moves, holding multiple Items or having unique interactions with them, Weakness Reductions/SE,QE, and/or STAB amplifications, multiple Abilities or further modified to be even more effective/less bad , etc.
Above + 200 XP is where we get to really unique or gamebreaking/changing Suprises, such as Support Move Amplifications, Attack Move Amplification/Specialization (Specific to Broad typing/sub category; more general, more XP cost), Pokémon gaining Typing or Abilities that would be normally impossible for its species bar unusual/specific circumstances, Actions Modification, Improved Initiative , Pseudo Legendary Power/Presence/Influence/Dominion (Ranges with XP, and believe you me that it costs a loooooooooooooooooooooooooot) , Adding Resistences and Immunities to a target (Subjected to variable XP Cost depending on what you are looking for, and which Pokémon is getting it), Fully Human Comprehension and Interactions without Sacrificing their abilities to uses moves or Divine intervention (Felicia being a weird exception due to Assist), Fainting and Death Resistance, and so on and so forth.
There will an options to take a downside/many downsides that reduces the cost of a Surprise, like in the case with Poe and Clair's Gyarados, but the severity of the cost scales steeply with the usefulness of what you are trying to gain. Making Suprises very specific or only work in specific circumstances also lowers the costs. Certain Items like Vitamens or Rare/Ultra Rare Items can also reduce the cost of or confer Surprises for free.
Basically, more basic and less creative designs that won't do much more than building what is present in the corebook and base games cost less, while the highly unique and broken stuff costs oodles. Any ideas you want for a specific surprise can also be addressed to me in private, and we'll come to an agreed upon price.
