Yeah, having a 3-5 power normal move is really dang good for anything that can learn it, since it's equal in power to a STAB move of 2-4 power. And that $1000 is surprisingly affordable for such a strong move, too.
Poor Zippy can't learn it without GM discretion, though, since Combee can't learn TMs normally. :/
Kirlia could use it, but he's got better moves to use later, like Close Combat. And Dream Eater if he lands a Hypnosis.
