Heaven has sent an angel to Ventus through fae-like Shiva, to help him find back his path and cope with some of his issues (mostly with the paranoia and hate towards magical/arcane things), that's why. Is love able to serve as a bandaid to some of his wounds...?
Teasing aside, your chara fell for her first, my OTP!~ If Ven wouldn't have reacted so sweetly when she was just playing or teasing him, he'd be supportive towards her and has asked directly for how long she's been 'harboring affectionate feelings for him' after the scene at Arrowroot Village's eternal bonfire, maybe she'd have never or way later even realized.
