Proton Beam would have an BP of STR + 4, and would lower Sekemt's STR by 2 the first time she uses it. Powerful move, but one that'll eat into ya if you aren't careful! Those Rads are also a problem, since it dose out 35% of them on the target by default, so its a real quick way of nuking something to perfection if you are into that as well.
Fission Burst, on the other hand, is a STR + 15 move that is obviously not only Lethal, but puts out a crapton of Rads on everything it hits (Including Allies and you boy!) that survives (75% if I remember correctly) AND essentially can level a city block (or MORE, depending on the power of user/location you are at) AND more or less permenantly irradiate that area without Hazma or YEARS of heavy decomtamination/covering it all in a thick layer of Rad Prof Cement.
Its essentially a alternate, discounted version of Genesis Supernova, which means its the sort of attack you don't use unless shit has hit the fan H A R D , or you literally have nothing left to lose.

Yeap, but you have to deal with the fact that all that moisture in the air captures all the heat and Rads of the move, essentially make such a thing a extra deadily microwave. Won't deal more damage, but Rad accumulation will shoot through the roof and make everything but a select few types VERY sick shortly....
And now you see why Team Rocket (and almost everyone else) wants NOTHING to do with Nuclear pokemon. They're terrifying and dangerous in every sense of the words.
