Did some quick number crunching, and this is what I came up with this:
Assuming that Excadrill doesn't know TM moves, the most power attack he can do is Earthquake, which with Dagney's Stats is a 8D6 Damage Roll , a 9D6 if he has Sand Force and Sandstorm is occurring, abd 10/11D6 if he uses Hone Claws or Swords Dance if he has and uses those moves. With a Vitality of 4 and Acid Armor + Aqua Ring and assuming they do not Crit and deal only average damage with their attacks without Sandstorm in effect and they only take 3 Actions, then Earthquake only does 2D6 Damage at minimum and 4D6 Damage at Maximum per Earthquake, so Vapereon on average would only take roughly effectly 1-4 Damage from a minquake barrage, and take 4 - 7 Damage from maxquake barrage. With Sandstorm and Sand Force, Earthquake can become 3D6 to 5D6, which means more damage and canceling out weather's auto damage with auto heals.
Overall, if you think you have to drag the fight out with Dagney or that she won't hard ball you with Boosting moves and weather (Since she didn't summon Magnezone to destroy your chances of victory, its not totally unreasonable), then going the counter tank approach would be a swell idea! Otherwise, stick with blasting them with Water STABs!
