The difference there is that the book says Grass is immune to Sleep (being a simplification of the spore/powder immunity from gen 6+). Fire's never had the luxury of being immune to Frozen in the games, so it doesn't have it in pokerole's base rules either.
Besides, Magma Armor would be completely useless on the two pokemon families that have the ability (aside from its side effect of hatching eggs faster) if Fire was immune to Freeze, so...
