Hmmm...is that based off of the TM list for the gen 2 TM? If so, silly me, I forgot to include the Porygon line in that, since Porygon and Porygon2 are Gen 1-2 pokemon as well.
Or is this because Starmie and Slowking are the Water types most able to physically generate the required cold temperatures for the move?
