Almost everyone in the party has reason to know this:

Delta Pokemon are often harder to breed than their normal-typed counterparts. There are ways to get around this, though, including special Destiny Knots. Having two Deltas also helps. High disobedience makes breeding harder.

Would a Ditto help circumvent that by itself, seeing as it can Transform?  Or would it have to be like a Delta Ditto from Insurgence to do that without another method?

Yeah, I daresay that would help.

TM moves on Bulbapedia get approved if it's really easy for me to imagine that Pokemon using the move, which is partly dependent on type. Pretty arbitrary, but there you go. ? moves still don't need approval, even if only listed for an earlier form. Tutor moves on Bulbapedia aren't really relevant, normally, unless it's a TM I'd like a wide userbase for.
