In terms of usefulness for Ven's team, its practically non-existent except for Lilith and Azrael, who would rather have items that bolster their offensive traits (though Azrael could go either way really).
Yeah, the only thing Haunter might lose out on by not evolving is an extra point of HP (and maybe not even that) if we followed what Iron said waaaayyyyy back before the second gym battle when I pointed out some pokemon don't actually gain base HP upon evolving (Dragonite and Shedinja being the only cases of actually losing base HP). I found it amusing that Chuckles's Gengar still had 5 base HP instead of 6 even after that, though. Gengar doesn't even lose Levitate since Pokerole mostly operates off of a gen 6 basis. Helios would be in a similar position, in fact. As would have Porygon-2, but...*shrug*
As far as Nathan's team goes, yeah, he's got plenty of pokemon that could benefit (in fact, Zippy could benefit as far as the game mechanics are concerned, which would help him with his general frailty a little).
But whether Valder keeps 'em all or he shares with someone else is up to him in the end.
