Definitely. Every possible point of damage can still help, though.
Acid Spray is waaaayyyy too ridiculously good, regardless of whether it lowers Strength or Defense by 2. Just the fact that it lowers an important stat by 2 guaranteed and with no drawbacks other than certain specific types, abilities, and items making pokemon immune to the move or effect is enough by itself to warrant using the move in almost every battle. The only other 'drawback' is that it has a low distribution, being only available to some select Poison types and a handful of Non-Poison types
