Icy/Fairy is still a terrible enough type that + 2 Defense might not be that much help at all, ESPECIALLY against Steel and Fire types, which will just have a field day against them as they tank all their moves and retialiate with their own devastating STABs! Hail's chip damage is a right bug bear, though, so that's something to 'look' forward to dealing with. Of course, given the way the ability is worded in the Core Book, Hail conjured by Snow Warning goes away when the user is resummoned, so at the very least its not going to end up braining her own Pokémon. Working with others, though....yeah, that'll be an annoyance. At least it can be canceled by other Weather, though only Shiva has access to it right now. Oh one day, I'll obtain you yet Rain Dance.....
An Ice Stone could most likely be got through either Mallorn or Zamboni, as the former is known for working with Evo. Stones and might have some for premimum purchase, and the later is a rock/gemstone collecter (If I recall correctly) that is also the resident Ice type Specialist in the region. Regardless, its not like they'll have need to evolve for awhile, as it can't learn its level up move in that case...
Also, concerning Malphena the Misdreavus, two things: I'm only holding off her evo until she learns Grudge, and once that happens Ven will be hunting for a Dusk Stone (He'll give the first one he comes across to Shiva if she hasn't evolved her future Lampent, though), as all those free moves ARE nice, and the extra bit of HP never hurts.
Two, not a wise idea trying to manhandle Ventus around her, as a mischievous and Disobedient Ghost type very much doesn't like it when their trainer is the one being spooked. Especially after being subjected to a roughing herself just scant hours earlier!
