Yeah, they're powerful. They could. Bending nature to your will like that despite the odds isn't easy, though. Hence why Thunder and Hurricane have that total of -5/50% accuracy when there's bright sunlight/clear skies (ie no clouds in sight anywhere. At all). It's much easier to use those moves when there's clouds in the sky already, particularly when it's already stormy (ie Rain/Thunderstorm). That's how I think of it, anyways. Just a potential realistic/situational explanation for why the mechanics are the way they are. Why do all the hard work when you don't have to, right?
Same/similar could be said for most other moves affected by the current weather condition, really.
