Okay, so time to get nitpicky with wording here.
Specifically, Tangled Feet says it reduces the accuracy of moves that target the user of the ability. (which is also kinda illustrated by the single substitute doll symbol next to the ability's description)
Toxic Spikes hits the battlefield instead of a pokemon, so it shouldn't have its accuracy reduced, correct?
In addition, spread/AOE moves don't really 'target' a single pokemon (the symbol for what they affect is multiple substitute dolls/a circular area around a substitute doll instead of the one next to Tangled Feet's description), so would the accuracy of something like Electroweb, Icy Wind, or Bulldoze be affected? My initial thought would be no. Kinda hard to totter out of the way of something if it hits both where you were and where you could end up. That's just my opinion, though.
