There's an offline ready-to-go installer by @ttgjailbreak on reddit. In addition, if you can find/know where the original neoncube.ini file are, changing a few lines MIGHT do the trick. What I suspect is happening here is that you copied the new neoncube file to the wrong location and therefore didn't replace the old one, and your game is still running on that old one...

yes I am aware there was a 1.0.4. however, I read somewhere that there were issues with it, so I didn't know if I should even bother with it if I can't get as far as 1.0.3 yet...haha. or something to that effect.

EDIT:  I think I may have figured out why I was having an issue using the patcher. If this has nothing to do with it, ignore the below haha. 

I think... the issue may have been that i was downloading the patcher to the wrong folder. What I changed this time around, aside from using the Reddit version that you mentioned (which I didnt know existed thanks,) was that I noticed that my downloads from MEGA were defaulting to a certain folder. Since i mentioned that I was using my I:/ drive to host pokemon uranium, I noticed the downloading folder was not going to my I:/ Drive. So I changed the file route to the folder that contains my pokemon uranium game on my I:/ drive and then downloaded the file. After I ran the patcher, the percentage updated started to rise-which was more than it was doing before. So whatever was the actual fix, it seems to be updating. It says: "Patch process complete at number 44.

I will check for a new update version in-game now to be sure.

Yes! It says Current Version = 1.0.4. Latest Version 1.0.4. No updated need. 

So that must be that.
