Something's ominously whispering to me that they won't feature Dry Skin in this kind of environment, and Flare Blitz would be more safe to defeat one of these foes quickly. *shrugs*

Flare Blitz probably would beat one of them quickly, but it'd also be liable to do heavy damage to Rose with the recoil.  Even if these Paras have 2 or even 3 Vitality (and thus 5-6 HP), a single Gust or Ember/Flame Wheel could be enough on their own to KO them or force them to flee outright, with or without Dry Skin and/or Blaze.
