If each Web constitutes a Target rather than them being a single mass, then Lucifer might be the best choice to free our Pokémon, as he can automatically learn Air Cutter right now, which is a High Crit Move Spread Move that can be spammed without charging it up like Razor Wind, and he has STAB and Wide Lens to boost its over all power. The cost is that he doesn't have a + 1 to DEX or Survival like Calam, and Nathan will be forced to dump points into Stealth in order to compensate for this, but hey, its a good shot if anything else! At the very least everyone else can distract Seika so he can do his job, with Calam and Dizzy leaping in to help (preferably by charging up Razor Wind and releasing them on the remaining Webs) once Stealth has been used up!

Hmmm...let's see here...

Razor Wind
Accuracy: 6* Dex + 3 Fight + 3 Canalize = 12 base (before Tailwind and/or HH)
Damage: 5* Strength (after SD) + 3 Power - 1 Defense = 7 D6 (before HH and/or critting)
Note: 3 successes to crit and it can potentially destroy 5 webs without critting/HH, but is a charge move

Air Cutter
Accuracy: 5 Dex + 3 Fight + 3 Canalize + 1 Wide Lens = 12 base (before Tailwind and/or HH)
Damage: 2 Power + 3 Strength + STAB - 1 Defense + SE = 5 D6 + 1 damage (before HH and/or critting)
Note: 4 successes to crit, won't be able to destroy webs in 1 hit without critting/HH

Both could theoretically destroy all 8-9 webs in 4 actions.  2 actions minimum if we're really lucky with Air Cutter.

Your call whether Lucifer gets directly involved, Windos.  Lucifer is your pokemon.  Just tell me which pokemon exactly Nathan is taking with him on this stealth mission.  I'll dump the exp into 2 points of stealth IC when Ventus brings up the plan.
