First off, do you have anything role in mind for them, or what you want role you need filled. Figuring that out really helps you design a Pokémon to your preference. If the Pokémon can't do what you want, find another to choose that will, barring personal preference etc.
Like the wind, I come and go as I please... but I am always there to provide a comforting breeze.
