Weavile knows that Reiner's referring to when the Elders took the Dragon Scales, followed by Lucy when they went to retrieve the items. [Fun fact: if they hadn't taken the purple Dragon Scale that Jeff shed along with the normal one from Reiner's own Seadra, none of Reiner's tragic story in this campaign would have ever happened.]
