That Darmanitan had what I like to call one of the 'sweet spots' of accuracy pools. 7, 9, 11, and 13 are the magic numbers where you can attempt 2/3/4/5 actions without risking running out of accuracy dice if Pain is the only factor reducing your pool. Start throwing in Curse, Paralysis/Dex drops, and Accuracy drops though, and those thresholds are going to increase a ton.
Combine those accuracy pool thresholds with high Strength, and you'll start outputting huge amounts of damage. Or you can have 'average' Strength and still do a lot of damage if you have strong enough attacks.
As far as the Will thing goes...if Ventus had spent 3 Will on ignoring Pain, he would have almost definitely fainted since Iron said that's more strenuous than simply adding a success to the accuracy roll.
