So, fun fact: discounting Legendaries and Sketch/Mimic shenanigans, the only non-water types that can learn Dive are the Dratini line, Beartic, and Dragalge (who evolves from a water type).
When including Legends, I think the ones that stick out the most are Mewtwo, Lati@s, Rayquaza, and Arceus since they're not pokemon that you typically see swimming deep underwater...(Lugia, Manaphy, and Phione are to be expected, obviously. And Mew has its gimmick, of course.)
...and funnily enough, most of the Legends are easily the ones who make the least sense when it comes to using Dive. Weird.
