Concerning the remaining pokemon able to use ROCK SMASH that Ventus wishes to teach, only Azrael and Hanael fully meet all the criteria (you can add Rock Smash to their movelist). Delta Forretress and Scyther are both just as Disobedient as Delta Onix, and Nathan would rather the group not take any chances, experienced in handling Disobedient pokemon or no.

Even just knowing where an HM is located is a huge responsibility. The less attention we draw to ourselves via other sources and the fewer risks we take, the better."
