Yeah, Reiner lets her.  And then subsequently hugs her for the follow up to seal the deal.

"...yeah, it's me.  And that's you...heh...damn this strange, strange week...heh heh...dreaming the same dream and being able to talk to each other during it...oddest thing to happen so far, let me tell you..."

"...yeah, it's still a dream, and it'll be back to our daily lives when it's all said and done...but I'm still not gonna let that stop me."

Amost dropping her Pokeball when you embraced her, your kaa-san was briefly thrown into a state of shock as it became the definite Truth that yes, it was really happening somehow, that she was being reunited with and held by her most precious thing in the world...!

It didn't last for too long, for she promptly returned your hug with nearly back breaking force, clutching onto you with all the pent up and forlorn motherly love that had accumulated over these long years of your exiles as she sobbed in pure relief and near frantic joy. It doesn't look like she's about to let go of you anytime soon, too.

"Oh my baby dragon, you've return to me. You're alive. Even if....Even if its only for the briefest sliver of time, we are together again at long last! I don't know which of the Gods above or below responsible for this, so I will thank them all! Thank you thank you thank you."
