I gave Windos a rarity and XP budget for his Pokemon, with costs to evolve them. So he had to choose between picking up the most powerful moves or being fully evolved. 
It is a little easier to max things out when you get all your XP at once, though. Terra is very specialized for battle. 


If I may suggest it, Windos and Phantom might want to come up with specific and enforceable handicaps for Terra in their battle. Personally I would find that more fun than the stronger trainer holding back until he starts losing.
Possibilities: 5v6 Pokemon, always holding back, limit of 2 actions per round, asymmetrical item rules, anything like that.

And you may not want to do a full 6-Pokemon battle anyway. They take a long time.
