No, no he can not, apparently. Such a badass serpent and one of my favorite Pokémon, rendered a cosmic chew toy by The Dice and Miss Fortune on a semi-frequent basis. I'm going to give him a + 2 Luck Surprise after this Battle is over (Which will Apply to his own Chance Effect and the Chance Effects of others too!) plus some other stuff, just to combat his terrible, TERRIBLE luck.
