Please read the rules on page 1 of the League Thread.
After that, you need to create a team of 6 pokemon. No duplicate pokemon. basic and evolutions allowed. Ivs allowed. held items allowed. Lanthan Actan, Urayne are banned per League consensus. Ideas must not cross over too much with someone else's gym. You must pick an average range for your team, and a suggested challenger level that falls within a reasonable range for your gym average. For example, if I have a team consisting only of level 10 pokemon, it stands to reason that your challenger should also have a team of only level 10 pokemon. ect. ect. There are three types of gyms: type gyms (almost or all pokemon of a single type, multi-type gyms (a 3-4 4-2 ration of two types of pokemon,) and theme gyms (such as Eeveelutions theme.)
You cannot be confirmed until you have gone through a testing phase with an active League member. And also have completed several administrative tasks that are necessary for League function. Once we have signed off on both your idea and your test/admin phases, then you may be confirmed as a gym leader by League consensus or by a League member.
