Frenzy Plant you need to get a Special Move Tutor to teach you that Move, which is borderline impossible to find now this late in the campaign. Reiner got away with Kingdra having Draco Meteor since it was part of his initial set up, and you could have potentially done the same, but you didn't and so Melchior is without his Elemental Hyper Beam....

And such tutors are usually a journey in and of themselves to reach, too.  The odds of finding one in Celadon even at the start would probably be incredibly low.

Not to mention said tutors are also usually incredibly picky about which pokemon and trainers they'll teach their moves too.
