Please, tell me its possible Windos. A talking Gengar would be awesome to be in the Team Arial/Reiner. Jessy and James have a talk Meow, so why not a talk Gengar to us? Please please.

Felicia can talk, actually.  She has to use Assist to do so, but she can!

Jessie and James' Meowth is a rather...special case.  Mostly because he can't use moves since learning how to talk.

There's also a reeeaaallly expensive Surprise! for a pokemon learning how to speak without losing their ability to use moves.
