If your Pokémon is a feral beast or not so smart, the XP cost rises accordingly. Having Insight Surprises on a Pokémon can make the PCFCCUHLS Surprise cheaper, and having high enough personal Insight on a Pokémon will have them learn how to act more Human like automatically, but that takes a Loooooot of Insight Surprises.
I could say that Melchoir can learn Assist as a Surprise, though, but I'm not sure how much XP that would cost him yet. He's a Cat Pokémon like Felicia and Delcatty, the two most promenient users of the Move I can name on the top of my head.
I'm sure Weavile will get there eventualy. Or he could also learn Assist.
Here's the full list of Assist users:
Skitty and Delcatty (Level 19-31, depending on the game)
Glameow and Purugly (Level 29)
Purrloin and Liepard (Level 6)
Feleng, Felunge, and Feliger
Meowth and Persian (Egg)
A-Meowth and A-Persian (Egg)
Drowzee and Hypno (Egg)
Sentret and Furret (Egg)
Sneasel and Weavile (Egg)
Spinda (Egg)
Chimchar, Monferno, and Infernape (Egg)
Espurr and Meowstic (Egg)
Minicorn, Kiricorn, and Oblivicorn (Egg)
For all of the ones that get it as an Egg move, the exp cost would be a mere 16 since Purrloin/Liepard learns it at level 6. (I think that's right...)
