I'm sure Weavile will get there eventualy.  Or he could also learn Assist.

For all of the ones that get it as an Egg move, the exp cost would be a mere 16 since Purrloin/Liepard learns it at level 6.

If you want, Weavile can learn Assist right now. Its not like he wouldn't benefit from the Move, both orthodox and unorthodox wise. You'll have to choose what voice he uses to speak with, and once chosen its going to stick, like Felicia using her old Master voice.

I would say that Melchoir could learn Assist for 30 XP, unless it happens to be an Egg Move that its previous Evo could learn but can't due to it not being enabled.
