Bring Typhon or Nidorino its not a very good idea, since the battle would be not so good on his favor. Gustav would be a option but because of the Sandstorm, that would a bad idea. With his Ground moves could be a advantage against Arbok. But that Arbok for sure have Dark moves on his side such as Bite or Crunch. Beat him will be difficult.
