You know? When I decided to make a crazy char with tendecies to love pain, it never pass though my head this could be a source of power. More Pain = More Power. I never could imagine Arial could be strong as Reiner. Perhaps close, but never a equal. Since he doesnt have anything special: Well, besides the fact about be have resistance against Mind Read, he was not choose to be some sort of Choose One of any Legendary Pokemon. Or have super psychic powers like Reiner. Or be Dragon Tamer or whatever. I believe he would just be a comically relief in this campaigh.
TPK is a fairly 'safe' method for Arial to accumulate additional Pain as it is. And it automatically shares it with the target, too. No need for Pain Split to do that (besides, Arial technically can't use Pain Split anyways). The Pain Split strat is mostly to help Geigeroach do her thing without worrying about getting crippled herself (because as long as Arial/the target hasn't taken any damage, she will likely only ever experience a maximum of -1 Pain if she doesn't hit 1 HP)
In terms of raw, brutal Strength, Arial definitely has Reiner outmatched if TPK is in play (and abused, because you can stack the effects of multiple Body Shots). Particularly since Arial can use TPK without needing any kind of 'ammo' whatsoever. I'd say Reiner's main advantages over Arial are his pragmatic resourcefulness and bigger bulk/speed (discounting his psychic abilities).
