Shiva though picks the fluffball up and holds her in front of her on eye level, mustering her most dear Pokemon in wondering. "Now though, Cottonee..... In a vision she showed me, you were a cloud across Earth. Seemingly, you are a key to something. Or so it seems, or so Lilith points out.... Do you have any idea what it could be? I haven't, dear one... E-except...."
"The constellation of the ram... Warlords... Sarimanok!" With an almost hopeful gleam in her eyes behind the glasses, her head snaps to Gothy. "Lilith.... Constellation Whimsicott - Do you think it's a good idea to head to a place that's meaningful for me and Cottonee? In particular, to a place where we can evolve her into a Whimsicott? Would we...be able to find out more there??"
There's only one place that matches this describtion, and how Shiva has longed to head there since she heard about is an open secret.
Gothitelle doesn't know - she only knows precisely what the stars tell her. Neither she nor Cottonee have any complaints about it, though, and Cottonee is definitely eager to evolve after watching every other starter evolve twice!
Your intuition feels good about this plan, but you aren't sure if it's because of Cottonee's welfare or for all humanity's.

Ah... Shiva would probably have remembered though and know that his real shop is in distant Arrowroot Village. She nods in agreement of it being a long journey from here to Arrowroot Village before brining her attention back to paging through the catalogue with Lilith and Cottonee by her side.
- She likes everything she sees in there, with the mild exception of that Delta Incense. It does sound interesting for sure and added wonder to an Egg hatching, but it's nothing she'd buy at the moment.
- That Stantlerhorn does catch her eye but she actually already has that kitchen knife to cut and harvest things.
- SHAYMIN DOLL! <3 That's an instant-buy because it's the cutest thing ever. (-125$) Is it Sky or Land Form?
- She also buys a package of that All Natural Pokemon Food. (-350$) "Thanks! Is it suitable for every Pokemon, regardless of herbi- or carnivore? Is it safe for me to taste as well, like in case of Gourmet Food? One package for one meal, correct?"
- That Gracidea Petal Potpourri almost makes her gasp in positive suprise! "E-excuse me! That potpurri of Gracidea Petals... Does it contain real petals, is it the REAL thing? I'm collecting petals for a full flower..." She'll show the clerk her 5/6 petals if needed. Will her flower be complete by buying that Potpourri, is she able to take out one of the petals after buying or is it sealed or so?
"Oh, and if it's by mail... When approximately can I expect my order to arrive?"
It's in adorable land form.
The Pokemon Food is good for herbivores and omnivores, and obligate carnivores will eat it and gain the benefits, but they can't subsist off of it. These are rare though, so most Pokemon will be all about this all natural deluxe food.
"The Potpourri is all dried up. It comes in a camphorwood bowl, which also smells nice. The bowl can be reused, so it has a lid. You're welcome to take things out of it."
If you dried the other petals, that would be one way to make a match. Or maybe attempt a Nature roll to revive the Earthpowerful petal.
