Yeap! You could have also used the XP to perhaps get a pre-evo Move, but a Surprise like that is just as good imo!

I assume the Suprise remains even if Raphael goes back into Ven's care, so win-win~

I know, but none of the pre-evolution moves really caught me and looking at them again now they still don't. A Fairy STAB would do Raphael well but he actually doesn't directly need one when I have enough other Pokemon to take that role. Wish would be worth it, but Luxi learns that much earlier and it matches her better with her increased Vitality.
