I'm going to rule you can't use Attract during the Ambush round - the Pokemon needs to be fully aware of you. Instead, I'll give Juliet +2 on her check in the next round, since she can be ready and waiting in her most appealing form when Bulbasaur becomes aware of her.

What's the rest of the orders for this round? I can roll an Init for Terra too if he wants.

(Bulba wouldn't have been able to Evade anyways since the Ambush succeeded.  Free actions are awesome. )

Welp, guess that means Juliet only gets one action this Round?  Would like her to use a Confuse Ray as well if possible, but if not this Round as a second action, it'll be in next Round's orders.

Well, Grid's going to take one action, and it's Spider Web so Bulba definitely can't escape by any usual means so long as Grid remains in the battle!

Nathan will follow up with a second attempt at an Ultra Ball since there's two Trainer Actions per Round.

Between Bulba having only 1* Dex after Paralysis and having to pass the 2 success Insight check from Infatuation for actions to succeed, it's gonna be somewhat difficult for the plant pokemon to do much.

Effect: Blocks all currently active opponents so long as Grid remains active

After Spider Web lands, Grid will spend the rest of his actions focusing on Evading instead of using Spider Web.

The noduled sphere on Bulbasaur's back shimmers a bit. A smooth crack appears. One hemisphere rotates around the other, revealing a brilliant matrix of shiny crystalline quartz in castle and cloud formations! Pink stalagmites and toothlike pillars glitter inside. As the sunlight hits them, a blinding Flash lights the area!

Grid evasion: (6)(1)(5)(6)(5)(5)(2)(2) Grid manages to close his many eyes, but the light penetrates even his electric lids. -1 acc for Grid. You need real cover to fully avoid the might of the legendary Flash move!
Terra evasion: (4)(3)(6)(3)(1)(4)(6) Terra, for example, who is doing nothing else, manages to hurl himself to the ground and bury his eyelids in his arms. He looks up from his prone position to see a fully blinded Nathan, who was too focused on the capture to evade properly. The Ultra Ball is just lying on the ground, Nathan perhaps groping for it or talking to his Pokemon that he can't see. 

-3 accuracy for Juliet and Nathan. They're also blinded for one Round, which may affect what they can do.

Insight 2: (2)(5)(1) That's all Bulbasaur can bring himself to do! And he can't run because he's webbed.
