I think it's a little presumptuous to assume Gallade or another non-fairy wouldn't be able to learn the TM.  I'd actually like to see what it is first before we decide who it goes to.

Back on the topic of the game this meta thread pertains to...

Would it take 1 or 2 Iodine tablets completely nullify the Rads accumulation from doubled 'natural' accumulation?

Taking 2 Iodine Tablets would reduce it to zero for the current floor, but areas with higher Rads may/will overcome the granted resistance of 3 Iodine Tablets, though after that it wouldn't inflict TOO many Rads. At the very least, they (the ITs) last a long time, and those High Rad Places are few and spread out, so that is not a concern that need be worried about much.
